Reason for why ranking is unchanged without SA:

Burst gives her a weak link that most of the time doesn't do much, if she's using her counter mode her damage is more than sufficient without SA, and the link isn't strong enough to rely on for most others. Guardian stacks management also isn't locked behind stellar at all, so even if you are using her to ignore defensive requirements, no stellar is needed
